CONSUMER LAW:

 

Expand Usury Exemption (H 1182) (SL 2003-401): This bill largely deregulates the interest and fees that may be charged on credit cards and home equity loans.  The bill also amends the anti-predatory lending law to include home equity loans.  This inclusion means consumers would be entitled to counseling before committing to a high cost equity loan.  This act becomes effective October 1, 2003, and applies to contracts entered into or renewed on or after that date.
